Spencer is an environmental, energy, and natural resources litigation attorney who represents clients in complex litigation, regulatory, and administrative proceedings. He has a focus on federal and state court litigation, administrative proceedings, and regulatory issues involving energy, ski areas, oil and gas, federal lands, resorts, contract law, commercial disputes and other matters. Building on his experience as a former judicial law clerk on both the federal and state levels, Spencer blends substantive knowledge of natural resources issues with expertise in administrative law, litigation, and appeals. His clients include oil and gas companies, ski areas, solar energy developers, mining companies, trade associations, resort owners, and individuals.

Spencer has represented clients at the trial and appellate levels in both federal and state courts, as well as before state and federal agencies. Spencer has substantial experience working with all aspects of complex class actions and multi-district suits. He advises clients on matters under federal environmental and natural resources statutes, including the National Environmental Policy Act, Federal Land Policy and Management Act, Mineral Leasing Act, Surface Mining Control and Reclamation Act, and others, as well as compliance with complex regulations issued under those statutes.

Spencer is a graduate of the University of Denver Sturm College of Law where he served as the Managing Editor of the Law Review and focused his scholarship on environmental, litigation, and trial work. He served as a judicial law clerk on the United States Court of Appeals for the Second Circuit and the Colorado Court of Appeals. Prior to law school, Spencer worked as a ski patroller and whitewater raft guide in Aspen’s Roaring Fork Valley.
